The Confederation of Paper Industries is to back the government’s fact-finding exercise into allegations of inappropriate issuing of PRNs and PERNs by some packaging reprocessors.

“The CPI has long stressed the importance of tight monitoring of the PRN and PERN systems and the need for accurate statistics in which all sectors have confidence,” says director of external affairs Kathy Bradley.

“We are pleased by the statement made by the Environment Minister, Elliot Morley, that the fact-finding exercise is to continue. There are too many PRNs in the system at the moment and, as a consequence, the price has been driven down and is failing to provide the funds required to improve the UK’s recovery performance.

“This is putting extreme pressure on reprocessors and collectors alike. They need to be assured that the system is being administered and audited in a transparent and consistent way. We look forward to receiving the full fact finding mission report.”
